An agreement to revise the European F-gas regulation is not expected to be reached before July

The much-awaited agreement to revise the European F-Gas Regulation (517/2014) is not expected this month.

Trilateral negotiations between the European Commission, the European Parliament and the Council of Ministers continue in a closed format. It is assumed that the parties are still far from concluding an agreement that would triple everyone.

It was speculated that the decision could come during the Swedish EU presidency, which advocated stricter rules on F-gases, but this now seems unlikely. From July 1, Spain will lead the EU, taking a more practical position regarding the consequences of the legislation.

In a pre-recorded video for the 20th European RACHP Conference in Milan, Bente Tranholm-Schwarz, Deputy Head of the European Commission’s Directorate-General for Climate, said there was “hope” to reach an agreement on a text on F-gases in July.

In any case, an agreement must be reached by September, as it must be consulted with Member States before it is published in the Official Journal before it enters into force on 1 January 2024.

Bente Tranholm-Schwartz stated that once the agreement is concluded, it will take some time to correct the text and translate it. “Therefore, we hope that we will be able to do this before the end of the year so that the new rules can begin to apply from January 1, 2024,” she said.
