27.02.2017 - 02.03.2017 - Meeting of representatives of refrigeration associations of Armenia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, and Ukraine as well as working groups from Azerbaijan and Turkmenistan took place in Moscow
Since February 27 till March 2, 2017, a meeting of representatives of refrigeration associations of Armenia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, and Ukraine as well as working groups from Azerbaijan and Turkmenistan took place in Moscow. It resulted in establishing the Interstate technical committee which will help specialists in refrigeration solve their common problems.
The idea of establishing such an organization arose at a Kishinev meeting organized by UNEP, UNIDO and UNDP in November 2016. Then the heads of associations recognized it is vital to cooperate in areas related to training and certification of specialists, legal framework, refrigerants, development of the refrigeration industry, information cooperation, on a permanent basis. It was resolved to establish a Technical committee and time its first meeting to coincide with Climate World exhibition in Moscow.
For three days participants acquainted with key manufacturing and training sites of Moscow, demo projects based on climate safe technologies. On the fourth day they agreed the constant form of cooperation.
Day 1, training centers of Rossoyuzkholodprom
In the principal Russian technical university, Bauman Moscow State Technical University, the guess were hosted by Mr. V. Bondarenko, head of the Department of Refrigeration, Cryogenics, Air-Conditioning and Life Support Systems. His graduates work not only in major Russian scientific institutions but also in branches of the largest global and Russian manufacturers.
The guests were showed the following refrigeration simulators:
- refrigeration machines,
- a refrigerating machine with refrigerant mixture allowing to reduce the boiling temperature down to -120°C,
- a refrigerating chamber allowing to do two research works;
- a complex simulator for students to assemble a refrigeration system and study its operation,
- a ventilation system,
- a simulator to survey properties of modern refrigerants.
The delegation took great interest in a working model of an evaporative air conditioning system for electric trains manufactured by the department staff.
The hosts and guests discussed common profession-related problems of teaching, involvement of companies engaged in low-temperature technologies, advance training of teachers and refrigeration specialists, and cooperation between the industry and education.
Then the heads of refrigeration associations moved to Verkont-servis training center where specialists get trained in installation and maintenance of air conditioners and refrigeration equipment. It was equipped with support of Rossoyuzkholodprom, UNIDO and the center’s social partners. Now the center operates without any state support, combining modern e-learning technologies with practical training. It is equipped with all necessary tools and means to train installation and service specialists, including a number of unique simulators based on hydrocarbon refrigerants and CO2, rapid-response analyzers and reclamation unit. For purposes of transition to ozone-safe technologies it is very important to develop skills with such equipment.
The participants paid much attention to the history of development of the center and ways to attract partners and students in harsh market conditions.

Day 2, Ostrov company group
On the second day the guests visited Ostrov company group.
After the presentation, they heard about its innovation, Ostrov Green Technology. They also concerned with Ostrov Knowledge Base, a unique and free-access portal about refrigeration and cryogenic equipment, air-conditioners and production, processing and storage technologies for the agricultural sector.
During this visit the guests looked around:
- manufacturing shops of Ostrov-Komplekt and Ostrov-Air conditioning,
- other enterprises of Ostrov company group: LSP (sheet-metalworking, wedling, painting), Perlovka Power Engineering Plant (PZEO).
Ostrov company group supplies machinery to many countries of the world and has manufacturing plants not only in Russia but also in Czechia.
A demo project based on hydrocarbon refrigerants and Ostrov’s laboratories were the draw of the meeting. The demo project is a room with installed samples of commercial refrigeration equipment and all Ostrov Green Technology components. This solution features high energy efficiency and sustainability. The system components are allow free access to all pieces of equipment which are designed with the maximum demonstrativeness. The project was implemented using the UNIDO’s funds.
Ostrov’s training center uses modern programs and unique physical infrastructure allowing preparation for Worldskills.
The visit finished in the company’s service center engaged, inter alia, in authorized repair of compressors of major manufacturers. The guests thanked Ostrov’s personnel, its ten senior employees and Mr. Urazov, its general director, for the visit.
Day 3, Business and Education conference at Climate World
Business and Education conference organized as part of the business agenda of Climate World 2017, is a Rossoyuzkholodprom’s project that joined representatives of the major Russian universities, businesses and non-commercial organizations. Conference participants shared their experience, discussed problems of personnel training in Russian and offered ways to resolve them. Issues of creation of certification systems and professional and educational standards were also raised. At the conference, Worldskills, an international non-commercial movement aimed at enhancing prestige of blue-collar jobs and developing professional education via organization and holding competitions, was presented to participants.

After the conference, representatives of the Technical committee visited showrooms of Climate World, the Russian largest HVAC&R exhibition.
Day 4, session of the Interstate technical committee of refrigeration associations
The session was visited by representatives of the Refrigeration Association of Armenia, Kazakhstani Association of the Refrigeration Industry, republican public association Ekokholod of the Kyrgyz Republic, Association of Refrigeration Specialists of Moldova, Russian Union of the Refrigeration Industry, Union of Refrigeration Specialists of the Ukraine, and working groups of Azerbaijan and Turkmenistan. Via Skype, representatives of the Republican Association of Specialists in Refrigeration Equipment and Systems of Tajikistan joined the session. Officials of the Russian Ministry of Natural Resources and Environment observed the session.
It began with acknowledgement to organizations that ensured this huge event happen: Rossoyuzkholodprom, APIC, UNIDO, UNDP, Bauman University, Verkont-servis, Ostrov company group (Ostrov-Komplekt, Ostrov SKV, Perlovka Power Engineering Plant, Ostrov training center), and Moscow Polytech. They also thanked immediate organizers, Mr. Yury Dubrovin, chairman of the board of Rossoyuzkholodprom, and Mr. Artem Kushnerev, his adviser, international UNIDO expert.
Participants emphasized a great number of technological and innovative solutions, demo projects, training programs and centers in Russia which will considerably contribute to the ECA ozone network in transition to ozone- and climate-safe substances and technologies.
Then the participants approved documents regulating operation of the established Technical committee, its regulations, governing bodies and boards, action plan. After the session, they continued discussing the action plan in an informal setting.
